Refiners hit by Lower Margins and Higher Costs

During the golden years between 2011 and 2014, U.S. refiners sat in the catbird seat with advantaged access to cheaper domestic crude. After crude prices crashed in the second half of 2014, refiners continued to benefit as product prices stayed higher for longer and kept refining margins wide. But all good things come to an end, and it looks like 2016 will be a miserable year for refiners as their profits are squeezed—in particular by lower gasoline margins. The hangover from the party years has been extended by the added headache of higher costs to meet renewable fuel obligations and implement new gasoline sulfur specifications. We expect lower margins to continue into 2017 until refined product inventories subside. The tougher environment will cause smaller independent refiners to reconsider their investment in this sector

What's Been Moving Winter Tetco-M3 Basis?

On April 29, an explosion occurred at 8:03 a.m. EDT along the Texas Eastern Transmission (or Tetco) pipeline in Pennsylvania within market zone 3, or Tetco-M3 (Exhibit 1). This explosion was likely caused by corrosion of welded seams along Line 27 near milepost 2.06 from the disbondment of coating material. There are four "parallel" 30” lines on Tetco that move gas from the Delmont compressor (near Pittsburgh) to Lambertville, New Jersey to serve Northeast LDC markets as well as power demand. Of the four, Line 12 was constructed in 1954, Line 19 was constructed between 1958 and 1968, Line 27 was constructed between 1965 and 1988 and Line 28 was constructed between 1968 and 1986 through 2015. Line 27, the 30-inch pipe in which the explosion occurred, is the second-most recently completed and therefore age is the less likely culprit here. Each of the four lines lie 25–28 feet apart and is linked by crossover segments, spreading pressure equally among them. In line inspections carried out in 2005 and in 2012 identified 33% wall loss at the failure site, which did not meet the criteria for investigation at the time.
